PPWR: What the New EU Regulation Means for Packaging — and How Eltete TPM Gives You a Competitive Edge

The EU’s new Packaging and Packaging Waste Regulation (PPWR) represents the most significant shift in packaging policy in decades. It will reshape how packaging is designed, used, collected, and recycled across Europe. The regulation entered into force on 11 February 2025 and will start applying from 12 August 2026

Replacing the older Packaging and Packaging Waste Directive, PPWR introduces stricter, harmonized rules for all EU Member States. Companies operating in or selling into the EU market will face new, legally binding requirements affecting packaging materials, labeling, recyclability, and supply-chain responsibilities.

This article breaks down what PPWR means — in clear, business-friendly language — and explains how Eltete’s 100% recyclable fiber-based packaging supports compliance and circularity.

What Is PPWR and Why Is It Important?

The PPWR aims to:

  • Reduce packaging waste
  • Promote high-quality recycling
  • Support the EU’s long-term climate and resource-efficiency goals

According to the European Commission, the regulation seeks to make all packaging recyclable in an economically viable way by 2030, reduce the use of primary raw materials, and prevent unnecessary packaging.

Unlike the previous directive, PPWR applies directly and uniformly across all EU countries, eliminating national variations and creating a consistent regulatory framework for packaging.

Key PPWR Requirements Businesses Need to Know

  1. Mandatory Recyclability by 2030
All packaging placed on the EU market must be designed for practical, scalable recycling. Recyclability shifts from “best practice” to a legal obligation.
  2. Material Efficiency & Waste Reduction
PPWR encourages reducing excess packaging, minimizing empty space, and promoting efficient material use
  3. Restrictions on Harmful Substances
Limits on PFAS and other hazardous substances in packaging components are introduced.
  4. Stronger Extended Producer Responsibility (EPR)
Producers carry full financial responsibility for collection, sorting, and recycling of their packaging.
  5. Harmonised EU-wide Labelling
Unified labels will make waste sorting clearer, reducing consumer confusion.
  6. Reuse & Refill Requirements (Sector-Specific)
Transport, e-commerce, and food-service sectors will face targeted reuse obligations.

What PPWR Means for Logistics and Transport Packaging

Transport packaging — including pallets, export boxes, slip sheets (also known as transfer sheets), divider sheets, edgeboards, and a wide range of protective structures — is directly affected.

PPWR applies to all packaging placed on the EU market, including packaging used to transport goods within the EU or imported into it. It must:

  • Be recyclable at scale
  • Meet material-efficiency and waste-reduction requirements
  • Avoid problematic substances
  • Support easier sorting and recycling

This aligns strongly with Eltete’s design philosophy: mono-material, fiber-based packaging optimized for recycling and logistics performance.

How Eltete Supports PPWR Compliance

1. 100% Recyclable Fiber-Based Packaging

Eltete offers fiber-based export boxes, edge protection systems, and pallets designed for efficient one-way logistics, all 100% recyclable and PPWR compliance.

2. Material-Efficient, Lightweight Design

PPWR emphasizes reducing packaging volume, empty space, and unnecessary weight. Eltete’s fiber-based transport packaging solutions help businesses comply while optimizing logistics through:

  • Replacing heavy wooden packaging with recyclable alternatives
  • Reducing transport emissions through lighter, engineered designs
  • Minimizing material use
  • Optimizing space during transport and storage, including flat-pack options

Featured solutions include: export boxes, slip sheets, edge protection systems, and pallet solutions— all designed to maximize recyclability and efficiency while meeting PPWR requirements.

3. Compliance with Chemical Safety Requirements

Eltete packaging is designed to comply with applicable chemical safety requirements, including evolving PFAS-related restrictions under PPWR.

We continuously work with our supply chain to ensure alignment with regulatory developments and customer expectations.

4. Ready for Harmonised EU-Wide Recycling

Fiber-based, mono-material packaging is widely accepted across EU recycling systems, making it easier for businesses to comply with PPWR’s harmonized recycling rules.

In addition, Eltete offers integrated printing on our packaging solutions, enabling customers to apply required recycling and information labels directly on pack when PPWR labelling requirements come into force—without adding extra materials or compromising recyclability.

5. Designed for Circular Logistics

Eltete packaging supports circularity by:

  • Using renewable raw materials
  • Fully recyclable at end-of-life
  • Reducing reliance on virgin materials
  • Designed for one-way logistics systems where high recyclability and low material use deliver the most efficient circular outcome

This aligns with PPWR’s objective to “foster the transition to a circular, sustainable, and competitive economy.”

In many transport applications, one-way, fully recyclable packaging can deliver a lower overall environmental impact than return-based systems, by eliminating reverse logistics and reducing total material use.

What Happens If Packaging Is Not PPWR-Compliant?

Non-compliance with PPWR may result in:

  • Restrictions on placing products on the EU market
  • Requirements to withdraw or modify non-compliant packaging
  • Increased costs due to penalties or operational changes
  • Challenges with retailers and supply chain partners

As enforcement increases from 2026, ensuring compliance will be essential for maintaining market access and competitiveness.
